Floch is dumb, he only saved erwin to save his own ego from being a spineless coward. Erwin already accepted his death and Levi knows that part of Erwin would not be able to live with himself being alive for the sake of his own goal on the corpse of the scouts and everyone else he lead to their deaths. And if he returned and word gets out what he did would even a future survey corps follow him? Levi really should have told everyone that Erwin practically refused to be revived. Armin being his eventual successor would work best. Armin is smart and was paramount to several operations but what he lacks now is what Erwin developed over time. Guilting Armin when he is a miniature Erwin is downright comedic, humanity hasnt lost anything in this exchange besides a body.
